You should contact the National Visa Center to confirm whether they have received the approval from the USCIS. If not, call the USCIS number on the approval notice and make a service request for them to send it.

You cannot omit your sister's children from an I-130 petition. I-130 contains a question on point where you have to list all children and spouse of beneficiary. As to possibility of getting an F-1, you nieces can apply for F-1s before you submit your 130 petition on your sister's behalf.

In order to adjust status from the 4th preference visa category, there would have to be a visa number available (which takes years), and the person would have to be here in unexpired, legal status.
