No, usually not, but he needs a U. S. Passport to enter the U. S., where he is a U. S. Citizen. If there are questions as to his Citizenship, then getting a U. S. Passport can complicate matters. If your son was working and somehow owed U. S. Taxes, then matters may be more complicated. . I strongly recommend an appointment with a competent and experienced immigration attorney, who can take the time to ask enough questions and listen to what you have to say to determine whether he should take action before he returns.
