How long it may take for the officer to actually finish the adjudication depends upon how many other active files the officer is working on. But it is always a hopeful sign when you learn that a file is in active review. Yes. A US citizen can marry an immigrant outside the US, but if the immigrant does not have a visa to enter the US, the US citizen must file for a K-3 spousal visa. This will result in some separation between the spouses. There may be other options that may result in less time spent apart, but I would need more information about your case. Generally, offenses older than five years old won't directly affect the outcome of your application for citizenship; however, good moral character is always an issue, and even crimes outside that five year period can be used to assess one's character.  Also, if the offense makes you removable, disclosing it now may affect your permanent resident status.  The DUI should not be a problem.
