Hi, If someone was deported from USA as he overstayed a tourist visa and was deported later from US more than 10 years ago. He is a qualified skilled

A person who is deported from the US is not allowed to return for 10 years. As long as fraud or crime was not involved, that would generally be the only penalty. If the individual later attempts to enter the US on a nonimmigrant visa, the American consular officer would decide in his or her discretion whether to give the visa.
