You are only allowed to be in one status at a time and it would be rare for the consulate to allow you to have two different visas). If you enter in one status you are then eligible to change to any other status for which you qualify. If you do have two visas then leave the U.S. and re-enter on the B-1 for the later activities. To change back to H-4 you will need to leave again or change status. It may be possible to accomplish both purposes while on H-4 but this would need to be determined with more facts. We would be happy to assess his case, advise more specifics on the procedures, timing and fees if you want to set up a consultation (in person or by phone) with me as indicated below. We do charge for consultation but the consultation fee is then credited 100% toward the fees for your case.

Can I apply for a green card while my university applied for a H1B visa extension?

You CSAN apply for the Green Card while your H-1B extension petition is pending. You may want to consider the self-sponsorship provisions of the National Interest Waiver (EB-2). If you qualify for E1-1 them it is likely that NIW will be an option and since it is a lower legal standard then the E1-1 then your chances for approval are increased. The issue however with the NIW is that it is an EB-2 classification which means that if you are from India, China (or one of the other backlog countries) then the EB-1 may be a better (and faster) option. We highly recommend that you consider consulting with a qualified Immigration Law Professional before you "jump" into the green card process.
