As long as she doesn't intend to stay permanently in the US getting married on a tourist visa is fine! A fiance visa is for people who want a green card.

H-4 holders have no authorization to work in the US. That being said, it would appear that your wife is buying from a website based in another country in order to sell to people in a third country, which parties would then compensate her. If the funds will be given to her account in India, there would appear to be no concern. If the funds are to be sent to her in this country, there might be more question as to whether she is earning money illegally. The law for marriages vary from state to state. It would depend on that state. Most states, from what I've heard, allow tourists to get married. And, as you know, a handful of states allow gay marriage. Of course, marrying a green card holder is no automatic way to stay here. There is a quota for visas in that category.
