If your husband has a green card, you can't get a work permit, etc until your visa number is current and you file for adjustment of status. The spouses of green card holders are generally not eligible for adjustment due to the quota. And, even when the quota number is reached, a person whose status is expired and married to a green card holder, is NOT eligible for adjustment. You need for your spouse to become a USA citizen to be eligible to adjust, generally.

Your sister-in-law can petition for your wife and you on Form I-130. As long as the visa is not revoked by the Department of State, you can continue to use it as you have in the past.
