You can always file N400 after 4 year 9 month of your permanent residency. If you want to file in 3 years based on your marriage with a US citizen, you must show that you have been living together in the past 3 years. The fact that he is outside of the US for 11 months may be an issue.

It would be wonderful if the F-3 immigration category for married sons and daughters of US citizens would only take a year and a half. There is unfortunately no truth in the rumor. That is a very serious problem, since it's a felony to illegally reenter after deportation. If you're married, you can begin filing documents but it is a long process with many potential problems, not least of which that he's under a bar to reenter legally.
