If you are a U.S. citizen, then the only difference that it would make is that you would need to show a higher income in order to sponsor your parents. You should consult with an attorney before you file any applications to make sure that your parents are eligible and to confirm the amount of income that you must show.

This gets complicated, since your brother has immigrant intent, but 'arguably' not for the purposes of the visit. There is only one work visa that will allow him to enter even if he has immigrant intent. However, he needs to be petitioned and paid by a U.S. Employer. He also must have a bachelors degree or the equivalent and be hired for a job that requires a bachelors degree, among other administrative requirements. As a result, he may have challenges getting a non-immigrant visa to travel to the U.S.

Costs will vary by the attorney that you choose. For the government fees, you need to consult with an attorney to see what he needs. Based on these facts, I would say at a minimum he needs an I-130 which has a fee of $325. He will probably also need an I-601a or I-601 waiver that has a fee of about $685. Check with an attorney to see if he needs any other filings.
