He will have to leave the U.S. no matter what if he entered illegally. You'll have to file a hardship wavier in order for him to regain lawful admittance into the U.S.

If your brother was born in the US, he should register his birth with the authorities as soon as possible and try to get a US passport. It may be very difficult for your brother, however, without a birth certificate that was timely filed soon after his birth. If he needs some sort of ID immediately, he can try to apply for Deferred Action for Childhood Arrivals (DACA) with USCIS, which if approved, would give him a temporary work permit that he can renew every 2 years. With the work permit, he can request a social security number and live and work in the US legally. The application is filed on forms I-821D and I-765 and the filing fee is $465.
