Your wife will need to prove up a US residence or the intention to return to the US with you when your immigrant visa is approved. She files the relative petition with the USCIS and then you file for the immigrant visa. Please check with your home consulate to see if they have a USCIS office/officer at the post and see if your wife can "direct file" the I-130 at the consulate.
