Yes, but getting married is no guarantee of getting permanent residence for your husband. He must qualify to get the green card as well. Same thing for your father. Both of these qualify as "immediate relatives" for immigration purposes.

Traffic violations are not a problem for Citizenship Applications. Of course, be careful because, in some States, a DUI is considered to be a traffic violation but it is oftentimes recommended that this information be disclosed.
