You can marry without your parents' consent as long as you are over the age of 18 in California. So you can also file for the green card.

Do I have any chance to reinstate because I now have required resources to fund my tuition fees again?

The school submits a report notifying USCIS that you are out of status. If USCIS determines you need to leave the country, then your unlawful presence starts, otherwise it does not. If you have a chance to get reinstated depends on many details. Meet with an attorney.

Is an administrative services manager a professional job for H1B?

Answered by attorney Myron Russell Morales (Unclaimed Profile)
Immigration lawyer at Quan Law Group, PLLC
Eligibility for an H-1B is based on the job description and the government will not place much consideration on the job title. It sounds like the pay would probably satisfy the prevailing wage. I would suggest having an attorney look at your job description to make the final determination.
