The visa bulletin is unpredictable. The time will vary depending on the country of origin of your guy. For Example, Mexican have a longer wait time than a Canadian or a Japanese. In the past the 2A family category used to be a 5 to 6 year wait. In 10 years of practice, I had never seen anything so fast. So I can not tell you exactly how long it will take. But one thing for sure: The earlier you get married, the earlier you file for him, the earlier his turn will come up.

You have the burden to prove you were admitted and inspected. If you lost your I-94 you should file an I-102 to try and obtain a replacement. Also, if you entered with a passport, the CBP/INS usually also stamps your passport with your entry date and location. This can be used to show legal admission. If this does not work, they you will have to show your admission by other means, such as showing you had a visa, airline records, and affidavits of individuals who picked you up at the airport, etc.
