No you need to be a US citizen to petition for a fiance visa. You can petition for them for their green card through marriage but it takes between 3-4 years for a green card holder.

If approved and you pass the consular interview, you would have 4.2 years left on the H-1B visa if your count of 1.8 years is correct.
