Generally, it won't affect an I-130, however, the sponsoring USA citizen must be a domicile of the USA for I-864 purposes, later in the process. A temporary one year assignment arguably does not affect domicile, although the government can maybe rule otherwise.

If otherwise eligible, certainly an F-1 student marrying a USA citizen can apply for a green card. In Houston it takes about 4 months right nor, and the work permit takes about 60 days.

USCIS is more concerned with the intending immigrant's criminal background, not yours. So long as the marriage is a bona fide one and you have sufficient income you can sponsor your wife.
