USCIS is currently taking about 4-6 months to adjudicate an I-485 application that is based on an I-130 petition filed by a U.S. citizen son or daughter. Under U.S. immigration law, your mother is considered an immediate relative of a U.S. citizen. Thus, she can apply for adjustment of status at anytime as long as she entered the U.S. with inspection, even after her visa or authorized stay expires.

You can marry in either place. However, if he gets a tourist visa and tells the officer that he plans to get married, he will be denied entry.

Hello. It depends where he's at now and how he was returned to his home country each time. Normally, when a person is officially deported and returns illegally to the US he is barred from receiving any immigration benefit until he has 10 years outside of the US and upon approval of a waiver. Please contact me to determine how soon your husband can come back legally to the US.
