Generally speaking, someone in the US on an expired visa can purchase a ticket and return to the home country without too much trouble if no other factors are involved. I am an US Citizen. What do I file to get my children to the US?

First are these your step children or your biological children? If step children, did you marry their mom before their 18th birthday? How old are your children now? Are any of them married? If they are overseas, then you can't file a 485. The 485 is filed only if they are already here in the US and want to adjust status. You file all documents and forms so that they can process at the foreign consulate in their home country. Consider working with an attorney to represent you. Some of us charge a very affordable flat fee.

Average processing time for an I-130 is at about 6 months so it would appear that your application is well within normal time frame. On the issue of how long it will take your spouse to get to the US, that would depend on whether he has any prior or current immigration issues that would create any delay in the overseas processing of his case. Unfortunately, there is not sufficient information in your inquiry to answer that question. Generally, the average processing time on a "clean" case without any issues is between 3-6 months.
