Yes. A US citizen can marry an immigrant outside the US, but if the immigrant does not have a visa to enter the US, the US citizen must file for a K-3 spousal visa. This will result in some separation between the spouses. There may be other options that may result in less time spent apart, but I would need more information about your case. You are allowed to have more than one visa in your passport. The visa you use for entry determines what you are allowed to do while in the US and how long you can stay. To enter as a B-1, you will need documentation to show you are truly a B-1 business visitor and not working in the US. You generally will need to show evidence that you are being paid outside the US.

You should absolutely mention it on your citizenship application. I highly urge you to retain an immigration attorney. You need to bring your final criminal disposition with you so the attorney can evaluate whether or not your conviction can negatively impact your application for naturalization. Good Luck.
