The Department of State does not issue US passport to those who are behind on their child support. If you are a citizen of another country and have a green card, that depends (I guess) on the rules of the country issuing the passport.

As a U.S. citizen over the age of 21, you can sponsor your mother for a green card.  Depending on how long she was in the U.S., she may be subject to a ten-year bar to returning to the U.S.  Since she left with voluntary departure rather than a deportation, she will not need a waiver for a deportation.  You need to review her circumstances with an experienced immigration attorney before you file the I-130. If you are an American citizen, start with filing the family petition. It takes about 6 months for the petition to be approved. By the time it is approved, you should hopefully have a job and it will be time to start the consular processing process. You will need your paystubs for the affidavit of support. Good luck.
