Hello: If the sisters are under 16, then orphan petitions can be done if the mother passes away. *Orphan Petition* An Orphan Petition must be filed. There are two major parts to the orphan petition. The first part will qualify the parents as being fit to actually raise the orphan and the second part deals with the orphan and making certain that the orphan is admissible and is actually an orphan. These petitions do take some time to get approved. However, the sooner the process is started, the sooner the orphan will be permitted to enter the U.S. However, the mother can try to get a medical B2 to come to the U.S.

The minor child of a Permanent resident is FB-2A, second preference, second sub-preference; with a priority date backlog of abut 4 years. If they turn 21 and are still unmarried, they are then FB-2B with a priority date backlog of 8 years.

This is a large problem. You can sponsor him but he will not be able to adjust in the country and will in all likelihood have to do consular processing.
