An individual granted asylum cannot apply for adjustment of status through form I-485 until one year has passed since the asylum was given. There is no deadline for application after that. If you cannot pay the $1070 filing fee, you can request a waiver on Form I-912 Application for Fee Waiver. It could result in the denial of your petition for a permanent residence status because the government is only interest in granting such privileges to individuals you demonstrate an ability to abide by our laws. They are especially looking a crimes of moral turpitude - meaning crimes that call to question your ability to be honest and trustworthy. Shoplifting (theft) is typically considered one of such crimes. Moreover, these days, it doesn't seem to matter whether it is a crime resulting in misdemeanor (minor crimes) or felony (serious crime).

If your fiance is already in the US, then you should get married first.  Then file the paperwork needed for your husband to obtain lawful permanent resident status.  Note, this is only possible if your fiance entered the United States with inspection (most commonly proved using an I-94 card--usually stapled in the passport).
