If you are married and you are a US citizen, you may be able to sponsor him for a green card without him leaving the US or triggering a 10 year bar to reentry. If you marry her in Mexico, she may not be able to enter US as a tourist and it may take up to 12 months to bring her as your wife. If you file a fiance visa for her, she will get her visa in about 8 months.

If your husband has a green card, you can't get a work permit, etc until your visa number is current and you file for adjustment of status. The spouses of green card holders are generally not eligible for adjustment due to the quota. And, even when the quota number is reached, a person whose status is expired and married to a green card holder, is NOT eligible for adjustment. You need for your spouse to become a USA citizen to be eligible to adjust, generally.
