If you are a US citizen, she doesn't need parole in place. You should petition for her immediately, and she can concurrently apply for adjustment of status as an immediate relative on the basis of your petition. If you are not a citizen yet, you should apply for naturalization first.

A beneficiary can have more than one petition filed on her behalf. She doesn't need her former boyfriend to withdraw his petition; she only needs to cancel her own visa application that she submitted to the consulate or Department of State in conjunction with that petition. However, the real issue here is the validity of her relationship to you because she was petitioned by 2 different persons as their fiancee. She will need to explain to the consulate the circumstances surrounding the relationships.

It depends on the nonimmigrant work visa that he is currently using. Some allow for "dual intent", that is the intent to immigrate to the US and still have a "nonimmigrant" visa. If he does not have a dual intent visa, and he is married to a permanent resident or if you have already petitioned for him, then he may have a problem in entry or with extending his NIV.
