Rescheduling an appointment for adjustment of status to permanent residence is generally not a good idea and should not be requested if avoidable. Sometimes U.S.C.I.S. mistakenly denies cases in which persons ask for rescheduling on the basis that they did not show up on the date of interview. The agency is getting better at this, however, and now provides an easier way for individuals to rectify the errors. Yes, he can be potentially be legalized. Your disabilities do not hinder his ability to do same. Are you a citizen? Did he enter legally? If the answers to those questions are "yes" then perhaps he qualifies for residency.
