There is no family-based immigration for a mother-in-law, as there is none for aunts and uncles and cousins. There may be other ways for a mother-in-law to immigrate through another category, however.

You didn't mention if you are a US Citizen or Legal Permanent Resident. If so, yes, you can apply for your parent, subject to some conditions, which are fact specific. Your mother would likely have to go back to her home country, unless you can show some sort of hardship.
