If you're not a U.S. citizen, you need to notify the court jury department that you're not US citizen. Please note that falsely claiming US citizenship especially with government agency is ground to lose visa status, and face removal/deportation from the U.S.

If your friend won the DV lottery and is applying for his immigrant visa at the US consulate, normally he is not required to submit an affidavit of support. However, if one is required, you will need to submit proof of your legal status in the US, an employment letter, and your latest tax return. The affidavit of support should be submitted to the consulate.
