I do not understand what you mean by “DL” has expired and “Policy Department” denied your renewal application. I will assume that you meant that your deferred action has expired and that U.S.C.I.S. denied your deferred action renewal. Many individuals would be happy to have a removal proceeding delayed until 2019. However, in the event that you wish to have an earlier hearing, you or your lawyer can submit a motion to the immigration court to expedite the hearing and give the reasons for which such should be done. Unfortunately there is no "Obama new law". So far it is just talk and hope. If your husband was deported in absentia, then he might have to wait in Honduras for 5 years before he can come back on your petition.
