There remains a very long backlog for visas in the Family-based Fourth Preference visa category (siblings of U.S. citizens). Although the dates shown in the Visa Bulletin issued by the U.S. Department of State may appear to show a somewhat shorter time, because less than a year's backlog usually is met in each 12-month period, the wait for a visa is likely to be 15 - 20 years or even longer. For this reason seeking to immigration through the FB4 visa category rarely is a satisfactory strategy, and it can be worthwhile to explore other possible eligibilities.

As the spouse of a US citizen, your wife is eligible to apply for permanent residency while in the United States even though she entered the US without a visa, because there is an exception for immediate relatives of US citizens. The process is called adjustment of status and the application is filed on form I-485. As long as you are able to convince USCIS that she did not have the intention to remain in the US when she entered under the visa waiver program, her application should be processed without any complications. You should submit a copy of her round trip airfare to prove that she had the intention to return to Australia to wait for the processing of the I-130 petition. If you are unsuccessful in that regard, USCIS will likely require her to file a waiver on form I-601.

Your statement that the USCIS "offices are off" is unclear, but be aware that the USCIS is accepting for filing properly prepared applications for eligible applicants. Immigration legal issues and applications often are quite complex, and it would be wise for you to consult with an immigration attorney who, after learning all of the relevant information about you, your visitor's visa, your goals, etc. would be able to advise about immigration eligibilities, options and strategies and would be able to offer legal representation in an appropriate immigration application process.
