I would recommend not getting married until after you become a US citizen (and after he enters the US). Then wait a couple of months before getting married. I can prepare the forms, file the paperwork and represent you guys at the interview. Entire process only takes about 3 months.

How long will the whole I130 processing take if my wife is a USC and she applied for me in January 27 2014?

I-130 was taking up to a year. They seem to have it down to 6-9 months right now. Going the I-130 route, you definitely won't be here for a long time. Why not try for a B-2 visa to see the birth of your child and to help your wife?

He should stay and wait until he receives his green card before travelling outside the US. There is no requirement that he leave. In fact, leaving the US will complicate his situation. The entire process should take 3 months from start to finish if done right :).
