Yes. Your parents are considered immediate relatives of a US citizen. Thus, you can petition for them on form I-130 and they can concurrently apply for adjustment of status on form I-485, even if they overstayed and their visas are now expired.

If you don't have the time or resources to get married in Mexico, you can petition for your boyfriend to come to the US on a fiance visa. After you are married in the US, he can apply for adjustment of status on form I-485 and get his green card without having to return to Mexico. On average, the entire fiance/adjustment of status process is slightly longer and more expensive than getting married in Mexico and sponsoring for your husband on a I-130 relative petition, but he will probably arrive in the US quicker.

When you are 21 you can petition for her but she may or may not need to return to her home country for final processing and then would need a waiver. Her immigration history will need to be analyzed to advise you for sure. Perhaps she is eligible to pay a penalty and file in the U.S.
