Hello. If you were a C1 cruise line employee, it was correctly denied. You will need to process through the US Embassy in your home country. You should have that local office forward the I-130 to the Embassy.

My green card is expiring in 3 months can i apply for citizenship or do i have to renew my green card first?

Under U.S.C.I.S.'s present rules, you should renew your green card prior to applying for citizenship if your green card will expire within six months. As you only have three months, you should renew as the law requires you to have a valid green card. To DHS, an individual whose visa expires should leave the country immediately. For certain classes of individuals on working visas, they are given a 10 day grace period to leave. Those on J exchange visitor visas are given a 30 day grace period and those under F-1 student status a 60 day grace period.
