There is no true way for you to petition for him. Instead he applies himself at the US consulate in Mexico. They will analyze whether or not they think a)he has a legitimate reason for coming to the US and b) whether he will return to Mexico at the end of his trip. Having an invitation from you can be good evidence as to reason for stay, but he will need to gather very strong evidence that he will return to Mexico as well.

Yes it is possible presuming he is not otherwise inadmissible (criminally or medically). As a US citizen you could sponsor his immigration. I would highly recommend retaining the services of an immigration lawyer to help with this application, however, as they can be complex to properly document.

To whom it may concern: To obtain a marriage certificate, you will need to go to your local government office that handles marriages, such as the County Recorder's office. After you obtain your license, you will then be entitled to legally marry. In order to obtain your husband's green card will require additional consultation.
