Since your finance did not last enter the US with admission and inspection, unless she is protected under Section 245(i) she cannot apply for her Green Card in the U.S. and would have to apply at the US consulate in her home country. Since she has been unlawfully present in the US for more than 1 year she will need a waiver to come back.

It takes longer for application from residents of the United States than it takes from US citizens. The I-130 will be approved but the waiting time for the visa to become available can be of up to 5 years. I would recommend you file for citizenship and then update the records with USCIS on your husband's application so that it can be faster. In the mean time, your husband is at risk of being placed on deportation proceedings.
