If the father is unwilling to help with the Consular Report of Birth Abroad, the mother can always apply for a Certificate of Citizenship with USCIS, which does not require the father's help.

You can petition for both parents and siblings. Your parents should be in the US within a year. Your brother will take considerably longer. Depending on his age, it might make sense for your parents to also petition for him once they arrive as Permanent Residents.
