Annulling a marriage does not mean that it never existed in the eyes of Immigration. You would have to remarry your wife in order for her to be considered your legal spouse prior to her applying for a visa to come to the States as your dependent. You can have your partner make an application for a B-2 visitor's visa at the American Embassy on the basis that you and your partner have a relationship of some duration and that he or she wishes to stay with you during the time that you are in the US under H-1B status.
