You will need to petition for him and he will need to file for a waiver because of his last deportation. This could take 6-18 months to complete.

Can I go to college before I get my green card?

I think the answer depends on the college and if you can show them your immigration paperwork is pending. Call up the international student services of the school you want to attend and explain your situation. If it doesn't work, then you most likely need to wait until you receive your legal permanent residency which should only take a few months after you apply before the interview.
