How long will it take to get through if my fiance issues a fiance visa in february 2012?

In order to qualify for a fiance visa you have to have met in person within the last two years of applying for the visa.  The processing times are 6-9 months.  Since there is an age difference, there will be questions regarding the genuisness of the relationship.  I advise you to hire an immigration attorney that you trust to handle the process for you; otherwise it could very complicated. Good luck.

Where an individual has left the US for a year even with a reentry permit, that person has interrupted residence for naturalization purposes. Immigration believes that such an individual can only apply four years and one day after having returned to the States.
