You should be able to get the K-1 visa, although the K-3 as the spouse of a US citizen would be just as fast and easier to approve. You will need to prove up the bona fides of the relationship.

Hello. If you do not want to file a fiance' visa, it will be tough for her to get a B2, tourist visa without a job. She would need show some other significant assets in the Philippines. Or, you could file an I-134 for support to help with the B2 application. However, it will still be an uphill battle because of her lack of employment.

If she lives there and you are a USA citizen, normally it's the I-130 and G325A and then you need to carefully read the instructions, unless of course you hire a qualified immigration lawyer.
