You can likely file the I-485 application during the time that you are on probation for DUI. Your situation is quite complicated. In most cases, you are not able to do papers for a cousin. If he is under 16, and you follow very special steps, you might be able to adopt him. Otherwise, unfortunately, there is nothing you can do to help him in the near future.
