As far as I know, there has not been a positive decision on this point just yet and the Supreme Court has not granted certiori on this issue. Not saying I couldn't be wrong, I just don't know of any case where the Supremes have said the Court would hear the issue.

Can certain policies a school implements towards TPS beneficiaries be illegal?

There isn't anything illegal about a policy to wait for the re-registration approval to allow students to register.  Of course, as you point out, you are in a legal status.  Their point is probably that the short duration of that legal status may mean you would fall out of status in the middle of the school year and they prefer not to have to worry about that.

In form I-130 do I have to write my alien relative's name in native alphabet?

While I am not all that familiar with Urdu, the information being requested in the form is universal. If the native language does not use Roman characters, print the name in the native language characters. I generally do not complete this portion of the form unless the beneficiary of the petition is someone who is outside of the US. And assuming that the beneficiary is outside of the US, completion of this portion of the form is very important. Eventually, some type of notification will be required to be sent by representatives of the US government to the beneficiary in the foreign country. And having the correct spelling of the beneficiary's name and address is of utmost importance to completing that goal. If the beneficiary is instead physically located in the US, notification will be generally sent via US mail and the correct spelling in the native language is not all that important. Hope this helps.
