It does not look good. He might be barred for another 10 years if he was re-deported. This might only be waived with a waiver that can accompany a non-immigrant visa but there is little likelihood of approval of that given the facts.

Is your daughter married? Go look at the state department visa bulletin. It will show you what cases (based on the filing dates) they are currently beginning to process. It likely will take more time.

USCIS allows individuals who have filed a timely request for extension to remain in the US until the time that the extension request is adjudicated. Of course, if the time requested is close to expiration and there has not yet been an adjudication, the agency would expect the individual to leave or to submit another application prior to the ending date of the requested extension.
