Applying for citizenship does not mean that your child can automatically attain a citizenship certificate as soon as you obtain yours although he may be able to apply for and obtain a US passport. For a certificate, USCIS requires such children to file form N-600 Application for Certificate of Citizenship after you obtain your citizenship, which is a drawn-out process. If you are concerned about obtaining a certificate for your son, it might be faster for him to file his own N-400 naturalization application as soon as he turns 18 rather than filing an N-600. If he is a refugee, he should have been issued a refugee travel document (which is what Sweden would use to admit him).  That same document could be used to enter the US with a proper visa.

You can petition to bring your parents immediately. If they are in the U.S., it may only take a few (3 or so) months. If your parents are in France then it may take about 6 months or so. It may take your brother a bit of time but there may be other ways to do the case for your brother. For your brother, we would need to see a recent resume with his academic and experiential credentials. We would be pleased to meet with you or to have a telecon with you to discuss the options for U.S. immigration for your parents and your brother.
