Reinstatement of F-1 visas is not within the jurisdiction of immigration judges. The only power of the immigration court in that situation is to adjourn or continue the case to give DHS an opportunity to look into the merits of a reinstatement application. If DHS agrees to the reinstatement, it can move the court to terminate immigration proceedings. In your case, however, it is highly doubtful that a reinstatement could be accomplished since the regulations only allow reinstatement applications to be made within five months of the violation. By the time you asked this question in July, you had already been in the country since January, over five months by my count.

At the interview to remove conditions on your residency status, USCIS can pretty much ask any question they need to prove that you were married in good faith. In that regard, they will usually ask questions as to how your relationship was established, what has happened since your marriage, and what your intentions or plans are for the future. You will also be asked to submit documentation of your marriage too.

Yes, you can file a form for the recognition and declaration of an informal marriage. He has to sign it. A formal marriage is not necessary. You agreed to be married, you cohabitated, and you held yourself out as husband and wife. You can download the form or pick it up at your local justice of the peace.
