Tom was born in Great Falls, Montana, on August 25, 1955. He attended the University of Oregon and received his B.A. degree from the University of Montana in 1978. He received his Juris Doctor degree from Gonzaga University in 1981. He has practiced law in Great Falls since 1982 and his practice includes litigation, mediation, insurance law, products liability and commercial law.

The Martindale-Hubbell Peer Review Ratings process is the gold standard due to its objectivity and comprehensiveness. Lawyers solicited for peer reviews include both those selected by the attorney being reviewed and lawyers independently selected by Martindale-Hubbell. All reviewers are verified as attorneys through Martindale-Hubbell’s extensive attorney database. Only attorneys practicing at least three years and receiving a sufficient number of reviews from non-affiliated attorneys are eligible to receive a Rating.
