no unless the named beneficiary or beneficiaries in the life insurance have passed..simply distribute it to the named beneficiaries (incidentally it does not have to be used to pay creditors of the estate either)

Get a new attorney asap and have that attorney review the agreement that the attorney wants signed. The reality is that the attorney cannot place conditions on a withdrawal and if he will not simply allow your dad to sign a substitution of attorney, he is violating his ethical duties.

File a Petition in Probate Court to supervise the Trust administration. This will give you a proceeding where you can hold your sister accountable for her actions, including challenging whether your Father signed the amendment or, if he did, whether she exercised undue influence over him.
