This depends on whether your husband named a contingent beneficiary for the life insurance policy. You would be best served by working with your own attorney because if the insurance proceeds are left to your husband's estate, you will need to probate the estate to obtain the proceeds.

You should see an attorney, perhaps you will have to open a probate estate for your father in order to get letters of authority as his executor or personal representative which will allow you to retrieve the medical records.
