This is not an estate planning question, but what you have is a complete mess. Get a good real estate attorney ASAP. Again, NOT estate planning- get a real estate attorney. You may be able to rescind the deed based on your statement that you really didn't intend to give him the house. To get that, you will have to admit that you were trying to defraud the utility company, but at least it might get you your house back.

Your father be the one to sign a power of attorney appointing you. However, since he has dementia he will obviously not be able to. You will need to speak with an attorney about a Conservatorship petition asking the court to appoint you as the conservator.

Property that passes according to beneficiary designations, such as insurance benefits, is not affected by a will. Neither is property that is held jointly with someone else, with right of survivorship. The personal representative can sometimes get information about property held jointly if such information is necessary in order to properly prepare the decedent's final income tax returns, or estate tax returns.
