As a beneficiary to my step mom's will do I have the right to know what was in all her bank accounts?

Not necessarily. Any bank account which was held jointly with another person, or which had "payable on death" beneficiaries, is not a part of the probate estate which is affected by the will.

Can I at 17 or my guardian legally access the money that is in my trust fund that was intended to be released once I turned 18?

It depends on the terms of the trust. If the trustee has discretion to distribute for current needs, then discuss this with the trustee.

Can you make any request you want in a will?

It could be; I've drafted that term once. It's difficult to do, but would probably involve a trust for you. You can't make any request in a will that is not lawful or that is "against public policy " for example, you could not make a gift contingent on the recipient killing someone. But many other requirements are possible.
