When you become an administrator of an estate, how do you know your duties?

If you are the personal representative, the lawyer helping you with the probate should explain your duties. Basically, they are to gather the estate assets, pay all legitimate debts, account for all expenditures, and after approval by the court pay/distribute the assets to the heirs. You should not make any distributions to yourself (or any other beneficiary) until approved by the court at the end of the probate.

No. If there was no legal separation or divorce, she is legally entitled to all of the community property and 33% to 50% of the separate property. If he had no children, she will get it all.

Would having a possible credit card judgment pending affect her chances of getting the reverse mortgage?

I would suspect that your mother will be asked to pay off the credit card judgment as part of the conditions for the reverse mortgage. She should speak with an attorney.
